The points detected using the semblance measure are grouped into clusters.
All spatially close clusters are considered, one at a time.  Each cluster of points is given a confidence measure depending on how locally planar it is.

The highest confidence clusters are then formally merged in a highest confidence first (HCF) manner.


This grouping of points into clusters terminates when a pre-specified threshold level is reached.
